Stakeholders are generally anyone who is served or impacted by the project. Examples of stakeholders are building owners, tenants, maintenance staff, community groups, funding institutions, and the public whom get impacted by the project.

It is important to identify all the stakeholders for a project before considering the programming complete. It is not uncommon for different stakeholders to have completely different and sometimes directly opposing requirements for a project.
